告诉年轻的父母一个好消息，就是从2004年1月1日后出生的孩子，如果能拿到牛奶近，只要父母给他开一个RESP账户，政府就一次性补贴500元（正常的20%除外），同时从1岁到15岁，如果这孩子一直能拿到牛奶金，政府每年再补贴100元。2005年1月1日后出生的孩子，阿尔伯塔政府再一次补贴500元。

Canada Learning Bond
The Federal Government, in the 2004 Budget, introduced the Canada Learning
Bond. The Bond is aimed at helping low-income families save for their children’s
& ]9 Y) z. F9 a& J  _% O  Opost-secondary education pursuits. Beginning in 2004, each child born to lowincome
families, those earning $35,000 or less and who are also entitled to receive
the National Child Benefit, will receive a $500 Canada Learning Bond.
Assuming a child remains qualified for the Canada Learning Bond, the child will
continue to receive $100.00 in each subsequent year in Canada Learning Bond
installments. The Federal Government projects that the Canada Learning Bond will
carry a cost of up to $85 million this year and up to 120,000 children will benefit
from the program2. The government says a child living in a low-income household
could receive up to $2,000 for their education.
; w3 x+ u6 n$ ^& T; AAdditionally, in terms of post-secondary education and low-income families, the
: a- \! G7 Q3 ]$ l2 L& e& mgovernment has introduced a new one-time grant of up to $3,000 for first-year
students whose family income hovers around $35,000 or less a year.

During the 2004 Spring Sitting, the Alberta Government introduced and
subsequently passed the Alberta Centennial Education Savings Plan Act. The
  X8 h9 T) j9 m! ]1 W, _( eprogram created by the Act is available only to residents of Alberta who have
children born after January 1, 2005 (Alberta’s Centennial). The program, at first
glance, seems quite simple in scope but it does have many intricate details that,
( W* A$ H/ `" M) d! I. Conce communicated, reveal a complicated program that relies on proactive parents
to absorb the full benefit of the program.
+ e- ]8 j) t# l5 X. aAlberta residents, who have a baby born on January 1, 2005, or after, will be
" T& o" D$ \) ]eligible for a $500.00 grant toward the baby’s established RESP. The grant will
) N4 j  q8 R4 J5 Konly be awarded if a RESP is established within the first year of the baby’s birth
(though Alberta Learning is looking to extend this deadline to two years or, albeit
unlikely, extending the deadline until the baby has reached their first year of
schooling). Should a year elapse and the parents do not arrange an RESP account,
" O4 B0 o  I1 F" D& S& Qfor the baby, then the baby will not receive the $500.00 grant, period. Subsequent
$100.00 grants are awarded when the child reaches grades 3, 6 and 9. Each of
those grants will require parents to provide matching dollars to qualify. These

grant. Potentially, an RESP could receive up to $800.00 in Provincial grant money.
