I believe that is a government program, run by MNP Chartered Accountants LLP in downtown.  I heard from a friend who said that it was a joke. They would wish you attend it while receiving EI. They get funding from government anyway if they run it. Those with EI or government assistance have the priority than you if you don't have EI.  It never hurts if you are not working, you can certainly apply. There is nothing for you to lose. Best wishes!
